Judge Thomas Phillips applauds a defendant's successful update during their appearance in drug court on Friday in Traverse City, which is in its first year of operation. The program, through 86th District Court, is a voluntary 24-to-36 month program for non-violent offenders charged with misdemeanor and felony drug-related offenses who have been diagnosed with a substance abuse disorder.
