Grand Traverse County Brownfield Redevelopment Authority members approved developer Joe Sarafa's request to reimburse $3.49 million of his costs to build a mixed-use development. Sarafa is planning to build two structures with commercial, office and residential space at the south corner of Eighth Street and Boardman Avenue, and would tear down the existing offices there for the second phase of the project.
